Duties

FG-7 Duties: Processes FAA issued airman certificates such as an FAA designated representative, mechanics, repairmen, flight engineers, and pilots. Interviews applicants to determine qualifications for non-complex certificates. Processes FAA authorizations such as inspection authorization, aircrew program designee, aerobatic competency, etc. Processes FAA issues operator and air agency certificates such as air carrier, repair stations, and approved schools. Examines applications and supporting documents for completeness, consistency of information, and assures correction, if required.

Responsible for processing temporary airman certification files for certificates issued by designated examiners. Examines applications and supporting documents for completeness consistency of information, and fulfillment of Federal Aviation Regulations (FAR) requirements. Assures correction, if required. Monitors and tracks returned files.

Supports the Designated Written Test Examiner (DWTE) program by assisting with the orientation and training of new examiners, assisting with the required annual and periodic training as necessary.

Researches appropriate handbooks, collects information, organizes material pertinent to meetings and training sessions such as pre-certification, examiner renewal, inspector authorization, and flight examiner and written test examiner indoctrinations. Conducts written test examiner training sessions when necessary.

Assists with interpreting and implementing newly modified agency directives relating to accident, incident, enforcement processing, and airmen/operator certification file processing. Determines necessary action and notification to assure staff is aware of latest changes. Answers inquiries from and advises organization personnel regarding the preparation of technical work.

Responsible for assigned administrative and technical files such as certificated operator and designee case files in accordance with agency directives. Determines need for new files, initiates action to create files, prepares file folders, dividers, and labels. Maintains administrative/technical library which includes orders, notices, FARs, Master Minimum Equipment Lists (MMELs), aircraft technical manuals and advisory circulars, etc. Assures that charts and office logs are kept current. Determines disposition of and deletes obsolete material or records in accordance with established guidelines.

Coordinates organization’s schedule with regard to inspector’s travel schedules, flight checks, exams and other itinerary and coordinates supervisor’s appointment schedule with the Administrative Officer or designee.

Receives incoming telephone calls, responds to technical inquiries, and appropriately directs all other incoming calls.

Interacts with other FAA offices, and the public (both domestic and foreign, when applicable). Assists visitors, determines needs, and provides information or refers appropriately.

Reports assessment response observations into the Safety Assurance System (SAS) database. Assembles and enters information into various automated programs (such as the Enhanced Flight Standards Automated System (eFSAS), Program Tracking and Reporting Subsystem (PTRS), Operations Specifications Subsystem (OPSS), Enhanced Vital Information Data (eVID), and Enforcement Information System (EIS)) and retrieves, prints, and reviews output. Retrieves data concerning airmen records, certificates, violation histories and aircraft registrations from the National Data Base (NDB) and EIS database system. Using automated systems, back-up and archives automated files to external and hard drives, screens databases, and determines disposition of files in accordance with records management policy.

Performs other duties as assigned.

FG-6: Performs similar duties under more supervision.

Qualifications

To qualify for this position at the FG- 6 level:

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the GS-5/FG-5 or FV-D (FG-5/6) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for the FG-6 is: Technical program support; researching, writing, and typing non-technical and routine correspondence; reviewing and distributing incoming correspondence; maintaining files; general office support; preparing reports; entering information into systems and responding to telephone calls.

To qualify for this position at the FG-7 level:

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the GS-6/FG-6 or FV-D (FG-5/6) level. Specialized experience for the FG-7 is: applying agency directives and various agency policies in the administration of technical programs; performing a variety of technical administrative work, such as, preparing complex reports; assisting in interpreting and implementing newly modified agency directives and determining action needed; managing records; providing tracking and validation support of funds for employee travel; assist in writing complex technical and non-technical correspondence and reports; researching technical data; reviewing and analyzing complex information; and interpreting directives.
