About the Job - Responsible for the overall safety, quality, budget, schedule and management of the project (HO or/and at Site) with regard to achieving contractual PC&C, Turnover and Startup milestones of all areas, utilities, process, offsite and jetty.
- The PC&C Manager is responsible for the Pre-Commissioning, Commissioning and Turnover of the Project to Company.
- Manages and controls PC&C Strategy, Training and Maintenance activities and human resources in order to achieve desired targets in conformity with established cost, quality, schedules, process performance and loss prevention requirement defined by the Contract.
- Contributes to and implement operational, administrative, cost control and loss prevention policy and procedures.
- Monitors plant practices to promote high levels of safety, quality insurance and environmental standards in compliance with legislation and plant policy and procedures.
- Implements and enforces process safety management policy and procedures in respect of process safety information, hazard analysis, training, subcontractor compliance, plant integrity, work permits, emergency planning and response, incident investigation and compliance audits
- Implements and improves methods to enable detailed evaluation of throughput performance and cost optimization to meet project target.
- Develop the overall Commissioning and Startup logic to ensure a smooth turnover of all of the systems from Mechanical Completion (MC) to Ready for Startup (RFSU).
- The PC&C Manager will direct the development of the Commissioning and Startup Work Schedule.
- Ensures that PC&C personnel participate in P&ID Reviews, HAZOP and Model Reviews identifying SIMOPS, Operability, Maintainability and Startup issues and concerns.
- Ensures the implementation of the Completions Database Software, Philosophy and Team to facilitate Project Completion.
- Ensures that Commissioning, Startup and Two-Year Spares are adequate, acquired, received and inventoried ready for use.
- Determine the work prioritization and ensure that operability and maintainability aspects of the Complex are addressed at all phases and areas of the Complex (utilities, process, offsites, etc.).
- Ensures that systems and subsystems necessary to facilitate and expedite timely PC&C activities are identified and utilized.
- Responsibilities include the generation of PC&C Procedures, Operations and Maintenance Procedures.
- Attending regularly scheduled Construction Status Meetings to ensure all pertinent information is exchanged between Construction and Commissioning.
At site PC&C Manager will manage the Commissioning and Startup Team in the Completion and Turnover of the Project to Company.
- Has signatory authority/responsibility for any work permits at site on behalf of the Contractor.
- Responsible for the PC&C work executed in the field as per the approved PC&C procedures.
- Ensures that the Training Plan is prepared and ready to complement the Company Training Plan and Objectives.
- Conducts the necessary Training Audits to ensure Company Operations and Maintenance Personnel are ready for Startup.
- Coordinates and monitors the selection, training and performance appraisal of manpower.
- Establishes and maintains effective operating shifts to ensure smooth running and efficient team operation.
- Closely monitors process performances and economics, initiating changes where necessary. Optimizes costs, chemicals and consumables.
- Liaises with the Company Commissioning Coordinator during the Engineering, Pre-Commissioning and Commissioning Phases.
- Maintains close relationship with operation department (Company or Contractor) and achieves high level of team communication through routine meetings.

About You Mandatory: - Good communication skills, interfacing with clients and contractors,
- Support the client on unit optimization, commissioning and startup,
- Bachelors degree or equivalent in (Chemical or Mechanical or Electrical or I&E) Engineering and/or Operational experience:
- Minimum of ten (5) years of experience in project/field services, preferably in Oil & Gas industry.
- Minimum of five (2) years of experience in plant operation.
- At least 5 to 10 years experience in plant operations or startup experience.
- Willing to move to other areas of the country and abroad to work in the Project field,
- Experience in Completions Database Management systems (i.e., EasyPlant, Zenator, ICAPS, WinPCS, etc.),
- An understanding of applicable project standards that define the commissioning, completion and startup of industrial plants.
- Proficiency in MS Excel, MS Word, MS Project, MS PowerPoint
Desirable: - Process technical and practical troubleshooting skills.
- Degree in a discipline relevant to the management of commissioning and completions aspects of the Modules Site work scope.
- Fabrication yard experience.
- Document management system experience (i.e., Documentum, EDMS).
