Job Description

We are seeking an experienced Lead Data Engineer with 8 or more years in the field. The ideal candidate will use their expertise and judgment to plan and achieve goals, independently tackle a variety of complex tasks, and apply a high degree of creativity and flexibility.

Role and Responsibilities
Business Analysis: Understand business objectives and challenges, identify alternative solutions, perform studies, and conduct cost/benefit analysis.
User Requirements: Analyze user requirements, procedures, and problems to automate processing or enhance existing computer systems. Collaborate with organizational personnel to review current operational procedures, identify issues, and define specific input and output requirements.
Documentation: Create detailed descriptions of user needs, program functions, and steps required for program development or modification. Evaluate computer system capabilities, specifications, and scheduling limitations to determine the feasibility of requested changes within the existing system.

Project and Work Context
This position involves working on a pilot initiative to develop a Health and Human Services Performance Portal, including:
Infrastructure Implementation: Design and configure the infrastructure for the performance portal.
Agile Development: Use agile methodology for all standard SDLC phases, including requirement validation, creating epics/user stories/tasks, data acquisition automation, complex SQL script development, integration testing, and deployment.
Operations Support: Provide ongoing support and enhancements for the Performance Portal pilot.

Key Responsibilities
Lead an agile development team through various projects.
Acquire data from multiple sources for diverse applications.
Develop efficient Oracle SQL scripts to transform and organize data.
Utilize Informatica Power Center/IICS for data automation and transformation.
Collaborate on optimal data design and implementation with the Data Engineering Team.
Verify and validate SQL scripts, data automation, and database views.
Develop automated verification and validation processes.
Participate actively in all sprint ceremonies.
Work closely with architects and the Data Engineering Team on design and implementation strategies.
Create mockups and validate them with customers.
Address technical issues with team collaboration.
Assist in the implementation and configuration of development tools.
Produce and maintain technical documentation.
Engage in requirements and design sessions.
Interpret new and changing business requirements, proposing enhancements as needed.
Perform other duties as assigned.

Minimum Qualifications
Required Experience:
10 years: Designing and developing complex, efficient Oracle SQL scripts.
10 years: System analysis for data analytics, performance management systems, or data warehousing projects.
10 years: Technical writing and diagramming skills, including proficiency with modeling/mapping tools (e.g., Visio, Erwin) and Microsoft Office Suite (Word, Excel, PowerPoint) and MS Project.
10 years: Performing data analysis and validation using SQL.
8 years: Acting as a scrum master and technical lead for agile development teams.
8 years: Designing and developing scripts using Python.
8 years: Using JIRA software.
8 years: Developing and delivering internal and external reports.
8 years: Making technical presentations and working closely with customers.
8 years: Working with Jupyter Notebook.

Preferred Experience:
10 years: Working with Texas Integrated Eligibility Redesign System (TIERS).
10 years: Writing well-designed, testable, efficient code using best software development practices.
10 years: Understanding security principles, especially in healthcare data contexts.
10 years: Excellent oral and written communication skills.
10 years: Managing multiple responsibilities, prioritizing conflicting assignments, and switching quickly between tasks.
10 years: Prior experience in the healthcare industry.
10 years: Experience with health and human services agencies.
6 years: A Master's degree in business or Information Systems.
